• If the agency is not writing the petition, it <br />is encouraged to have the agency send out <br />information to citizens about upcoming petitions <br />to ensure the appropriate information is being <br />shared regarding potential impacts and costs. <br />IPolicies <br />Agencies may have a policy regarding certain traffic <br />safety requests that can be referenced prior to <br />taking any evaluation steps. While not every agency <br />has a policy in place, this section can help identify <br />policy benefits and drawbacks. It is important to <br />ensure the policy is adopted by the highest level <br />governing body within the agency to reduce <br />potential fault. Policies should maintain compliance <br />with guidance in the MMUTCD, to maintain <br />uniformity across jurisdictions. Additionally, ensure <br />each policy has accurate and up to date supporting <br />documentation and addresses why the policy is <br />in place. If possible, include language to allow for <br />engineering judgment when applying policies. <br />Benefits: <br />• Minimize unnecessary work if sign request is <br />covered in policy (i.e. children at play signs not <br />allowed within an agency based on a policy <br />decision) <br />• Policy can help give the decision maker a <br />stronger platform to make the decision <br />• Likely that research and evaluation has been <br />already completed to determine the specific <br />policy. <br />• Can help reduce cost of staff time and <br />resources, thereby improving efficiency. <br />• Can help with liability claims <br />10 DECEMBER 2017 1 LOCAL ROAD RESEARCH BOARD <br />Minnesota Manual <br />on <br />Uniform Traffic <br />Control Devices <br />MUTCD <br />February 2015 <br />Drawbacks: <br />• Concerns could get overlooked if a blanket <br />policy is applied too generally <br />• If you have a policy and don't follow it, you can <br />become liable. You are committed to following <br />it. <br />• Any policy deviation should go through the <br />appropriate approval channels and should be <br />documented <br />• Need to ensure that the policy has been adopted <br />by the highest agency to avoid conflicting <br />policies among agencies that overlap. <br />
