Item No: 5.D.
Meeting Date: August 13, 2018
Type of Business: Council Consent
Administrator review: _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Nyle Zikmund, City Administrator
Item Title/Subject: Resolution 8989, Adopting a Market Adjustment for the
Deputy Police Chief Position

Background

The City Council authorized a market study for all non-union personnel in 2017 in an
effort to maintain a competitive pay structure in light of significant staff turnover. That
study was completed in late 2017 with the intent to implement any adjustments in 2019.
The Police Department will be making some personnel changes in the fall of 2018. This
would provide capacity to make a market adjustment to the Deputy Police Chief
position. The Deputy Police Chief is currently at step 5 with a rate of $49.42. There is
$1,300 in personnel savings to apply to a wage adjustment if the Council authorizes this
adjustment, this would translate to $1.48 increase over the current rate for 9 pay periods
or 720 hours. This has been reviewed by the Human Resources committee and the
Police Chief supports the early adjustment.

Discussion

The table below represents the new market adjusted pay scale for the Deputy Police
Chief position for 2018. The interim rate would be $50.90 effective on August 26, 2018
which would fall in between step 4 and step 5 of the new scale. This rate would be
adjusted for any Cost of Living Adjustment (COLA) granted by the City Council for 2019.
The Deputy Police Chief would then go to step 5 on August 26, 2019. The projected
step 5 for 2019 would be $54.24.

Step 1 Step 1.5 Step 2 Step 3 Step 4 Step 5
42.13 43.44 44.76 47.39 50.03 52.66

Recommendation

Staff recommends adjustment to the interim rate of $50.90 effective August 26, 2018
and adoption of the new pay scale.

Respectfully submitted,

_______________________
Nyle Zikmund
City Administrator
