Item No: 5.E.
Meeting Date: August 13, 2018
Type of Business: Council Consent
Administrator Review: _____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Mark Beer, Finance Director
Item Title/Subject: Resolution 8999 Adopting a Modification to Sections 2.2,
2.3, 2.4, and 2.5.5 of the City’s Purchasing Policy

Attached is Resolution 8999 adopting a modification to sections 2.2, 2.3, 2.4 and 2.5.5 of
the City’s purchasing policy to reflect changes in Minnesota statute §471.345 regarding
uniform municipal contracting. There are additional changes to update small purchases
to recognize that there will be administrative efficiencies and cost savings by raising the
corresponding thresholds. The statutory changes became effective on August 1, 2018.

The statutory change increased the threshold for sealed bids and advertising to $175,000.
The legislature increases this limit from time to time to recognize that things cost more
and that governments should not incur additional advertising costs and administrative
costs because they do. Staff recommends that the City Council consider the above
changes to save advertising costs and improve administrative efficiencies.

Respectfully submitted,

________________________
Mark Beer, Finance Director
