<br /> <br />Item 08E <br />Central Sandblasting <br />Page 3 <br /> <br />City Code requires that the perimeter of parking lots <br />include a B6-12 curb & gutter (B6-12 is used for street <br />curbs).3 It is Staff’s interpretation that this requirement be <br />applied to new or expanded parking lots. In this case, this <br />applies to; (1) area between the west parking lot and the <br />building sidewalk; and (2) front of the SE parking lot, <br />totaling 210’. <br /> <br />Curbing serves two purposes; (1) guides surface drainage; <br />and (2) prevents vehicles from parking off the parking lot. <br /> <br />The applicant proposes to install concrete curb stops for <br />each parking stall instead of B6-12 curb & gutter. <br /> <br />It is Staff’s opinion that the curb stops would serve the <br />same purpose of curbing, and that the lack of curbing <br />along the SE parking area would not significantly improve <br />runoff. Without curbing, runoff would exit the parking lot <br />into landscaping, prior to entering the Co Rd H ROW. <br /> <br />Landscaping <br /> Required Proposed <br />Overstory deciduous shade tree 11 13 <br />Coniferous tree 11 15 <br />Understory shrub 40 108 <br />Ornamental tree 11 4 <br /> <br />The majority of the property is impervious surfaces. <br />Additional plantings will be installed along the front <br />property line, including within the Co Rd H ROW. Ramsey <br />County has reviewed the Site Plan, and has no objections <br />to the landscaping as long as it does not interfere with <br />sight distance, and that the property owner is aware that <br />the County may remove plantings from the ROW at any <br />time, and without compensation. <br /> <br />It is Staff’s opinion that the applicant has added as much <br />landscaping as is practical, noting that the majority of the <br />additional plantings will be within the ROW, and not on the <br />property. <br /> <br />Screening and buffering The property is adjacent to industrial uses to the north and <br />east. South, across Co Rd H, is Long Lake Regional Park. <br />To the west is a regional storm water pond. <br /> <br />The property is screened along Co Rd H by an existing <br />fence with slats, and existing trees.
