<br /> <br />Item 08E <br />Central Sandblasting <br />Page 5 <br /> <br /> <br />The proposed Site Plan, dated August 21, 2018, does not comply with minimum standards for; <br />(1) minimum number of parking stalls; (2) curb & gutter; and (3) landscaping. <br /> <br /> <br />Planning Commission Recommendation <br />The Planning Commission reviewed the request on August 15, 2018, recommending approval <br />of the Development Review with reduced parking, no curb & gutter, and reduced landscaping <br />(Resolution 1086-18). <br /> <br />There was discussion of “what sets a precedence”, in reference to a statement in the Staff <br />Report that approval of this project without B6-12 curb & gutter should not set a precedence for <br />future projects. All projects are different, hence the reason why the City Council has some <br />flexibility in its approval of Development Reviews. In this case, B6-12 curbing would be required <br />along the perimeter of new parking areas, consisting of about 210’ (19%) out of the 1,100’ of <br />impervious surface perimeter. In Staff’s opinion, if all of the parking lot and outside storage area <br />were to be replaced, curb & gutter would be required. However, in this case, such a small area <br />will be replaced that requiring curb & gutter will not significantly change surface drainage, and <br />therefore, Staff is comfortable with requiring curb stops in place of B6-12 curb & gutter. <br /> <br /> <br />Staff Recommendation <br />Staff recommends approval of the Development Review, subject to: <br /> <br />1. Minimum Number of Parking Stalls: <br /> Proposed parking (20 stalls) is adequate. The City Code requires a minimum number of <br />parking stalls based on land use. In this case, it is 16 stalls, or 49 stalls (+ 9 proof of <br />parking stalls), whichever is greater. The Development Review process provides the <br />City Council with some discretion. <br /> <br />2. Curb & Gutter: <br />The applicant’s request to use concrete curb stops for every parking stall, and NOT <br />install B6-12 curb & gutter is reasonable considering the partial area of the lot that curb <br />& gutter would be required. If permitted, this should not be interpreted as setting a <br />precedence for other projects. <br /> <br />3. Landscaping: <br />Although the Site Plan does not include the required amount of landscaping within the <br />property, additional landscaping is proposed within the ROW, and has been approved by <br />Ramsey County. This is not the intent of the City Code, however, the applicant has <br />made every effort as practical to comply with the City Code. <br /> <br /> <br />Recommendation <br />The City Council is requested to consider the following options; <br /> <br />1.
