Item No:8F Meeting Date: August 27, 2018 Type of Business: CA Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Director of Public Works Item Title/Subject: Resolution 9006 Approving a Contract with Rainbow Treecare for the (EAB), Emerald Ash Borer Injection Program Background/Discussion: Public Works is charged to oversee the Forestry duties in the City. Forestry duties include but not limited to the trees in/on City properties as well as trees in the ROW (Right of W ay) along with facilitating the Diseased Tree Ordinance, which was recently amended to include recently Ash Trees, with the Emerald Ash Borer (EAB). Further Discussion: At the April 26, 2018, Park Recreation and Forestry Commission Meeting, the Minnesota Department of Agriculture presented a report that Emerald Ash Borer (EAB) was discovered and verified to be present in the City; options in dealing with EAB were also presented. One of these options was to start an EAB injection program, with this program high valued Ash trees in City Parks and on City grounds would be injected with the goal to help slow the ash borer down while planting a new tree to replace the current ash tree. Staff reached out to the City of Apple Valley, who has a program and provided the information for the City to use. Staff has put an Ash tree injection program together; the City Attorney has reviewed the program documents. This program will provide a cost not only for City trees but also will provide a cost to businesses and homeowners to inject their private Ash trees. Staff contacted several tree care companies to provide proposals for the injection program.
