RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR <br />David Jahnke of 8428 Eastwood Road asked whether the Resolution concerning MNDOT was <br />preliminary or if the preliminary information had already been sent in. <br />Community Development Director Jopke answered Mr. Jahnke's question but his response was <br />not audible on the recording. <br />Mr. Jahnke then asked if the public was going to donate the $8000 needed like was suggested for <br />the refrigerators and games. He then commented that every time he comes down to City Hall <br />there are more numbers and he is wondering if the City is requesting citizens to donate or if the <br />funds are coming out of the budget. <br />Council Member Marty indicated that it was his understanding that the City has a little over <br />$200,000 in the park dedication fund that could be used. He also noted that there was $30,000 <br />set aside for building a facility at Woodcrest Park that could be reallocated because it has been <br />determined that it is not feasible to build in Woodcrest Park due to the heaving and sinking every <br />spring because it is on a wetland. <br />Council Member Quick clarified that the Park sits on peat not a wetland. <br />Mr. Whiting indicated that Council had discussed the figures at a work session and noted that the <br />• actual construction budget has come in under budget. <br />Council Member Stigney inquired as to whether it would be possible to use excess TIF funds. <br />Mr. Whiting agreed to look into whether the City could use TIF funds and noted the City had <br />recently received a large park dedication fee from the theatre project. <br />Mr. Whiting reported that he and the Mayor had met with the Metropolitan Council and the <br />Metropolitan Airports Commission and asked the City Attorney to give an overview of the <br />meeting. <br />City Attorney Long indicated that the mediation session took place and he felt it was a good <br />session with slight forward progress being made. He then noted that the bill was to be introduced <br />in the Senate today and the House tomorrow. He further indicated that there was a meeting <br />scheduled for February 22, 2002 and he should know where the Metropolitan Council and the <br />Metropolitan Airports Commission stand on the issue by that meeting. <br />• <br />
