404.02: MEMBERSHIP; OATH: TERM; COMPENSATION: <br />Subd. 1. Appointments and Terms: Each member shall be appointed by the Cit v Council from <br />applications submitted. When first appointed, two members shall be appointed for terms <br />that expire on December 31, 2020, and three members shall be appointed for terms that <br />expire on December 31, 2021. Thereafter, all members shall serve three-year terms. Each <br />member shall hold their office until a successor is duly appointed and qualified. The <br />Commission shall elect its own President. Vacancies shall be filled by the City Council <br />for the unexpired portion of the vacant term. <br />Subd. 2. Oath: Each member, before entering upon their duties, shall subscribe and file with <br />the Clerk -Administrator an oath for the faithful discharge of their duties. <br />Subd. 3. Holding Other Offices: No member shall, during the term of their membership in <br />said body, hold any other office or employment under the City. <br />Subd. 4. Compensation: The members of the Commission shall serve without compensation. <br />404.03: MEETINGS• The Commission shall meet immediately after its appointment and <br />thereafter shall, from time to time, fix the times of its meetings and adopt, amend and alter rules <br />for its procedure. <br />404.04: POWERS AND DUTIES• Under the direction of the City Council, the Commission shall <br />perform those functions and duties necessary to assist the police department with (1) <br />decisions regarding hiring, promotions, awards and commendations; (2) enhancing the <br />awareness of police department capabilities and services; (3) providing an opportunity for <br />citizen involvement in police services; and (4) encouraging positive exchange between the <br />police department and the community. <br />404.05: CONFLICTS OF INTEREST: No member shall consider or vote upon any question in <br />which the member is directly or indirectly interested. <br />404.06: EXPENSES: The Council shall pav from the Treasury all actual and necessary expenses <br />incurred by the Commission in the performance of its duties. <br />SECTION 5. The City Council of the City of Mounds View hereby amends Title 400, Chapter <br />405, Section 405.03, Subdivision 2 of the Mounds View Municipal Code by adding the double - <br />underlined material and deleting the str-ieke material as follows: <br />Subd. 2. Vacancies: Vacancies during the term shall be filled by the MayerCity Council <br />with the apprevA of the m ei:i y of the reonei? for the unexpired portion of the vacant term. <br />SECTION 6.
