Item No: 5.C. <br />Meeting Date: September 10, 2018 <br />MOU-Ims VtE--W Type of Business: Council Consent <br />Administrator review:. <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9012, Authorizing Revisions to the Personnel <br />Manual in Section 2.10 (Miscellaneous Paid/Unpaid Leaves), <br />Section 2.20 (Working Hours, Attendance, and Breaks), <br />Section 3.05 (Flex Time Leave), Section 3.35 (Sick Leave, <br />and Section 3.40 (Vacation Leave), and the Addition of a <br />New Section 3.43 (Vacation Donation) <br />Background <br />Staff worked with the City Council this year to amend several policies within the City's <br />Personnel Manual. Changes include the following: <br />• Section 2.10 Miscellaneous Paid/Unpaid Leaves includes the option for the City <br />Council to consider compensation specific to "differential pay" (providing an <br />employee's salary less their military wage when on a military leave of absence) <br />• Section 2.20 Working Hours, Attendance, and Breaks allows staff the ability to <br />combine both morning and afternoon breaks with their lunch period <br />• Section 3.05 Flex Time Leave allows exempt staff the ability to use up to 40 <br />hours of accrued flex time per pay period <br />• Section 3.35 Sick Leave allows employees to use sick leave time as it is accrues <br />• Section 3.40 Vacation Leave allows employees to use vacation leave time as it <br />accrues <br />Additionally staff and Council recognized the need for a policy addressing catastrophic <br />illness and employees who may not have sufficient accumulated time to cover an <br />absence from work due to such an illness. Section 3.43 was created for employees to <br />donate vacation for future employee need/donation. <br />The new and amended sections are attached to Resolution 9012. <br />Recommendation <br />Staff recommends approval of Resolution 9012 Authorizing Revisions to the Personnel <br />Manual in Section 2.10 (Miscellaneous Paid/Unpaid Leaves), Section 2.20 (Working <br />Hours, Attendance, and Breaks), Section 3.05 (Flex Time Leave), Section 3.35 (Sick <br />Leave, and Section 3.40 (Vacation Leave), and the Addition of a Section 3.43 (Vacation <br />Donation). <br />Respectfully submitt )d, <br />Ra�18 Sue Ewald <br />Human Resources Coordinator <br />
