Mounds View City Council March 22, 1999 <br />Regular Meeting Page 26 <br />example, where there is limited right-of--way, and signals must be moved farther away from the <br />• road surface, or arms must be extended, and more design is necessary for the strengthening of the <br />signal. He explained these are the situations that may result in some delays, however, Highway <br />10 has a standard right-of--way, and there was no need anticipated for further design on the <br />signals. <br />Council Member Marty inquired if the signal lights would be obtained without delay. <br />Director of Public Works stated not at this time. He explained that the turn lanes for Highway <br />10, include the right-in, right-out at the Theater entrance, and both those on the north and south <br />end of town. He stated the turn lanes north of Donatelli's were the first scheduled to proceed, <br />and they have 10 days in which to complete this installation. He pointed out that in light of the <br />good weather and relatively little frost, they should be able to commence with this in short order. <br />He stated the intersection would be the next scheduled part of the project, in order to provide that <br />it would be fully functional without the signal lights, before they are installed. He indicated the <br />work on Edgewood Drive would coincide with the work on the intersection. <br />Jim Schmidt, 5446 Ericson Drive stated the Council was violating one of the Golden Rules. He <br />requested clarification regarding whether or not the signal plan had been approved. <br />Director of Public Works Ulrich stated it was. <br />Mr. Schmidt indicated that after a project is awarded, if there are any changes to the plan, this <br />could be costly for the City. He inquired if there would be any impact on the progression of the <br />fob, if the award were to be made m two weeks. He indicated the work could not commence, <br />prior to obtaining the signatures of approval, and if awarding the bid could be held off until the <br />approval was obtained. He explained that once the bid is awarded, the City would be committed. <br />He inquired what the benefit there would be in awarding the job before the signatures are in <br />place, as opposed to the potential risk. <br />Director of Public Works Ulrich stated staff's recommendation, as indicated in the Staff Report, <br />is to award the bid, contingent upon MNDot final approval. He advised that if the final approval <br />comes back and involves a large amount of money that was not anticipated, at that point, the <br />contract would not be approved. He explained that this action would simply allow them to <br />remain in synchronization with the time line, and not require an additional two weeks to bring <br />the project back before the Council. He stated that this would provide that if MNDot approval is <br />received within the next few days, and there are no significant changes, they could proceed with <br />the matter. <br />Mr. Schmidt stated he was not aware that such a contingency could be included, however, this <br />addressed his concerns. <br />Mayor Coughlin noted for the record, Mr. Schmidt worked in this field, and had some experience <br />in this regard. <br />. Mr. Schmidt stated this was correct. He indicated Director of Public Works Ulrich was aware, as <br />was he, that one of the three Golden Rules was not to award a bid before final approval, <br />however, this did not appear to be what was being suggested. <br />
