C~ <br />• <br />Council Member Stigney requested clarification regarding Item H. Mayor Coughlin stated this item <br />was the result of discussion at the Work Session. He stated it had been the consensus of the Council <br />to authorize the final production of the personnel manuals, and to provide the City Attorney the <br />ability, as he was to peruse the final document, to proceed. <br />Council Member Stigney stated he agreed with this, however, he did not believe all comments had <br />been submitted for consideration at this time. He requested they make and effort to providing their <br />comments, prior to the final review by the City Attorney. <br />Council Member Stigney requested the removal of Item H from the Consent Agenda. <br />MOTION/SECOND: MartylThomason. To accept Items A, B, C, D, E, F, G, I, and J of the Consent <br />Agenda as listed. <br />Ayes - 5 Nays - 0 <br />Motion carved. <br />Mayor Coughlin requested further comments, in regard to the policies manual, be presented to the <br />Council as an entirety at a Work Session, so as to provide the consent of the Council to direct the <br />City Attorney in the policy matter. <br />Council Member Stigney stated this was a good idea. He explained this was what he had intended, <br />and thought all the Council Members should review the personnel policies, and provide their <br />comments for consideration at a Work Session, prior to the City Attorney's review. <br />City Administrator Whiting clarified this action simply to authorize the City Council to agree to the <br />expense of the City Attorney's review of the matter. He stated the City Attorney would work with <br />the Council on all comments provided at the Work Sessions, in order to prepare the personnel <br />policies for Council's final approval. He stated there were several questions, yet unresolved, and <br />the matter is not in final form. He stated Council Member Stigney had provided various comments <br />over a year ago, and these would be put on the table, and be discussed between the Council Members <br />and City Attorney in the finalization of the matter. <br />Mayor Coughlin stated, in that context, he would move approval of Item H. <br />Council Member Stigney inquired when this would take place. City Administrator Whiting stated <br />this would be during the September Work Session. Council Member Stigney stated he was <br />agreeable to that, as long as their input is taken. <br />MOTION/SECOND: Coughlin/Quick.
