Mounds View City Council August 23, 1999 <br />Regular Meeting Page 4 <br />Mayor Coughlin stated the Director of Public Works and the Ramsey County crews have been <br />working on Spring Lake Road and County Road I, and he had received telephone calls, and been <br />approached by residents who extended their gratitude to the County and the City for a job well done. <br />He stated the project was still in the final stages of completion, however, as it develops, people have <br />indicated to him that they are very excited to have received the road they desired, and are pleased <br />with its appearance. He stated he would like to publicly acknowledge that the County workers on <br />that site are "top notch." He stated he had the opportunity to speak with the foreman at the site, who <br />worked the crews most diligently. He stated they should be commended for their good work. <br />Council Member Stigney reported he had attended the Planning Commission meeting, of August 18, <br />and that Items A, B, and C, presently set for public hearings had been considered at that meeting. <br />He stated that one of these items was the consideration and unanimous vote of the Planning <br />Commission to deny a conditional use permit for an oversized garage at 2801 Woodale Drive. He <br />stated another item was the request by MSP Real Estate for the assisted living senior residential <br />facility, which was approved. He stated the third item was the consideration of the wetland <br />alteration permit for Edgewood Square, which was unanimously denied. <br />City Administrator Whiting reported he had attended the League of Minnesota Cities Board meeting <br />the prior week, where he underwent his orientation with that body. <br />iv~ 1 <br />City Administrator Whrtmg stated he had received an interesting telephone call from an and idua <br />who stated the traffic volume on Highway 10 had lessened since the US Highway 10 has gone <br />around the community. City Administrator Whiting stated he would be interested in hearing from <br />more people, who feel this is the case, and what this might mean, in terms of the development and <br />community issues along Highway 10. <br />Mayor Coughlin stated he had received similar comments, and that he had noticed less traffic <br />volume on the City's stretch of Highway 10, as well. He stated he had also noticed an increase of <br />traffic on Highway 118, many times over that, which was just a few weeks prior, a fairly vacant road. <br />City Administrator Whiting stated he believed this matter merited community discussion, as it <br />changes the character of the highway and with that, some of the land use planning may require <br />review. Mayor Coughlin stated he would be interested in attempting to facilitate this discussion with <br />the property owners and businesses that are adjacent to the City's section of Highway 10. He stated <br />the Comprehensive Plan was to be reviewed at the planning level, and these matters could be <br />revisited. He stated there was a limited window of opportunity, during which the state is giving the <br />County back the road. He stated if they wanted to do something differently with the road and the <br />way it is developed, they should have some input prior to the state or county stepping in and redoing <br />it.
