Mounds View City Council November 15, 1999 <br />Regular Meeting Page 16 <br />City Attorney Long stated there was discussion regarding whether or not there was some sense <br />of urgency to resolving these issues, and this question is difficult to answer, in that as soon as <br />you indicate there is not, the issues are likely to come forward. He indicated the problem from a <br />legal standpoint is that if action is not taken, there is a question as to why, and this may present a <br />problem. <br />Council Member Marty moved to close off debate and call for the vote. <br />Ayes - 4 Nays - 1 (Stigney) Motion carried. <br />Mayor Coughlin called for the vote on the motion. <br />Ayes - 4 Nays - 1 (Stigney) Motion carried. <br />No further reports were considered. <br />7. CONSENT AGENDA <br />A. Approve Just and Correct Claims. <br />B. Set a Public Hearing for 7:15 p.m., Monday, November 22, 1999 to Consider <br />a New Tobacco License for Tobacco Empire at 2563 %2 Highway 10. <br />C. Approve Resolution No. 5383, a Resolution Creating Streets Fund and <br />Dedication of Portion of Franchise Fee Revenue to Fund. <br />D. Consideration of Resolution No. 5384, a Resolution Rejecting Sign Bids and <br />Authorizing Rebid. <br />E. Approve Joint Powers Agreement with the City of Roseville for Temporary <br />Utilization of Management Information Systems Personnel. <br />F. Consideration of Resolution No. 5389, a Resolution Approving Premise <br />Permits for the Lion's Club to Permit Charitable Gambling at the Mermaid <br />and Robert's Off Highway 10 in the City of Mounds View. <br />Mayor Coughlin asked the Council if anyone would like to remove Items for discussion. <br />Council Member Stigney requested Item C be removed from the Consent Agenda, for further <br />discussion. <br />City Administrator Whiting stated Bob Wharton from the Mounds View Lion's Club was present <br />to address the Council on Item F, Charitable Gambling Permit Request, and had some <br />information to provide regarding the Lion's Club's charitable donations within the past year. <br />Bob Wharton, member of the Mounds View Lion's Club, and presently the Lions Club part- <br />time Gambling Manager, provided the Council with a list of charitable donations made by this <br />organization within the past year. He stated that every two years, the Lion's Club comes before <br />the Council to request their premise permits be approved. He explained in addition to the State <br />permits, the premise permits require the approval of the local Council, therefore, it behooves <br />. their organization to inform the Council how they spend the funds they raise from these projects. <br />
