Mounds View City Council November 22, 1999 <br />Regular Meeting Page 13 <br />Finance Director Kessel advised that there would be some discussion of the golf course at the <br />December 6 Work Session, and suggested the Council postpone any action until after that <br />meeting. He explained this discussion would provide clarification regarding the exact amount of <br />the loan, and hopefully a better understanding of the funding options for the loan, as well. <br />Council Member Marty withdrew the motion. <br />Mayor Coughlin stated it was the consensus of the Council to defer this item to further <br />discussion at the December 6, 1999 City Council Work Session. <br />H. Consideration of Resolution 5391, Approving TH 10 Jurisdictional Transfer. <br />Director of Public Works Ulrich stated this item is the consideration of Resolution 5391, <br />approving the jurisdictional transfer of TH 10. He explained Highway 10 will eventually be <br />turned back to Ramsey County, and this resolution completes that jurisdictional transfer with the <br />City Council's approval. <br />Director of Public Works Ulrich advised that MNDot will give the County approximately 1.28 <br />million dollars, for the pavement rehabilitation, traffic signal upgrades, optionn that might be <br />installed, and LED on all of the traffic lights on Highway 10. He explained that this money <br />would also be utilized to address some minor safety concerns with regard to some of the <br />intersections on TH 10, which primarily pertain to pedestrian crossings, and some safe areas in <br />the middle of the intersections. <br />Director of Public Works Ulrich indicated if the 1.28 million dollars is determined to be <br />inadequate for what the County deems necessary for this work, they will request turnback funds <br />from MNDot to complete the project, which is proposed to commence, and also be completed in <br />2001. <br />MOTION/SECOND: Thomason/Quick. To Approve Resolution No. 5391, a Resolution <br />Approving the Jurisdictional Transfer of Trunk Highway 10. <br />Director of Public Works Ulrich noted a typographical error on Page 1, seventh paragraph of the <br />resolution was amended to indicate "Be It Further Resolved," and a corrected copy was provided <br />to the Assistant to the City Administrator. He explained that the date of adoption was amended <br />to indicate "Adopted this 22"a day of November, 1999." <br />Council Member Stigney inquired when the transfer was expected to take place. <br />Director of Public Works Ulrich stated the transfer would occur on January 1, 2000. <br />Ayes - 5 Nays - 0 Motion carried. <br />I. City Cable TV Broadcast Policy. <br />Mayor Coughlin explained that he had added this item to the previous City Council agenda, <br />primarily for the purpose of discussion, however, there was not sufficient time to consider the <br />matter during that meeting. He suggested, in light of concerns that have been raised on all sides <br />
