Mounds View City Council December 13, 1999 <br />Regular Meeting Page 35 <br />Mayor Coughlin advised that this issue also speaks to some of the criticisms made to the Council <br />with regard to the four "vision" meetings, at which certain agenda items were not broadcast, due <br />• to timing considerations. He stated that some of the residents had expressed their need to know <br />what was taking place in this regard. He explained that this policy would resolve all of those <br />issues as well He stated if the Council meets in the City Hall in an official manner, those <br />proceedings would be broadcast on television. He indicated there will be no exceptions, and this <br />will clear the air completely. <br />Mayor Coughlin requested that as a consent item the Chair of the Charter Commission, City <br />Administrator Whiting, and Video Producer, Patrick Toth, arrange a meeting to discuss the <br />broadcasting process. <br />Council Member Marty stated that any City business or dealings should be open and available to <br />the public, and the Charter Commission conducts City business, and deals with City issues. He <br />stated he does not want the Council, City government, or the Charter Commission to be accused <br />of any "backroom deals," or "dealings," and he would like everything to be on the "up and up," <br />"above board," and "all hands on the table," which was another of his campaign promises. He <br />stated the Charter Commission is the Mounds View Charter Commission, and it conducts City <br />business. <br />Council Member Thomason moved the question, and called off the debate. <br />• <br />• <br />Ayes -3 Nays - 1 (Stigney) Motion carried. <br />Ayes -3 Nays - 1 (Stigney) Motion carried. <br />Mayor Coughlin extended his appreciation to Council Member Stigney for standing in for him at <br />the time his daughter was born. He stated he was aware his is not an easy job, and Council <br />Member Stigney had done a valiant job. <br />Mayor Coughlin extended his appreciation to staff. He explained that for each agenda item, <br />from 10-A to 10-W, there is a staff person or multiple staff persons, and each of these items <br />receives a lot of work behind the scenes. <br />Council Member Marty extended his appreciation to staff as well, and also thanked his fellow <br />Council Members. He stated they originally stated they would agree to disagree, and they <br />certainly have. <br />Council Member Thomason wished all of the staff members, their families, and the Mounds <br />View residents Happy Holidays. <br />11.
