Amundsen reported that he checked the appointment effective date of members with Judy <br /> Harris of the Ramsey County District Court. She said that appointments become effective <br /> the/day the oath is taken and(her emphasis) filed with the District Court. If not filed the - ` <br /> Cdurt is not able to confirm the appointment validity for legal questions. <br /> 7. Unfinished Business <br /> 1. Discussion of Guidelines for 7.03 <br /> Chair J. Thom�a__ ntroduced Mark Beer(Finance Director for City of Mounds View). <br /> Mr. Beer thank�Pfie members for the opportunity to speak. Mr Beer provided the -- <br /> Commission with a verbal overview of the City income and expense funds, including <br /> special funds. Mr. Beer stated that the Council recently created a new Levy <br /> Reduction fund from the net proceeds of the property formally known as the "Bridges <br /> Golf Course". Mr. Beer also stated the City receives no Local Government Aid <br /> (LGA) from the State. The City has two debt funds, "2004 Street Fund" and "Special <br /> Project Fund". There are four City enterprise funds, which receive no income from <br /> general tax levy and may represent as much as 40% of the total city expense budget. <br /> there are special levies for"Patrol Officers" and "Debt Services". General property <br /> ntax levy generat income to the"General Fund" and the "2004 Street Fund". The <br /> General fund transfers money to the Community Center and the Vehicles. The <br /> General Fund provides income to Charter's Section 7.05 (Public Service, Capital <br /> Improvement, Five Year Revenue, and Capital Budget). The Charter can establish <br /> limits on fee generation, but fee programs are established under statute and not the <br /> Charter. Mr. Beer offered to provide the Commission with statue reference and <br /> cross-reference of funds and how income is generated to them (ex. by special levy or <br /> general levy). <br /> • <br /> Page 1 of 2 <br />
