Thomas to approve agenda as written <br /> MOTION APPROVED <br /> Approval of minutes <br /> Motion by M. Haubrich, second by J. Miller to approve minutes of Aug. 14, 2007 as written <br /> MOTION APPROVED <br /> 4. Citizens comments from the floor <br /> None <br /> 5. Reports of the Chair <br /> Chair updated the commission on the progresss of Chapter 12 amendments <br /> 6. Reports of members <br /> None <br /> 7. Unfinished Business <br /> None <br /> 8. New Business <br /> Chair corrected the date reference for draft letter to the court. J. Miller moved to approve the <br /> letter as amended. M. Haubrich seconded. <br /> MOTION APPROVED <br /> Chair opened discussion on the request from the city to change the newsletter distribution to <br /> quarterly vs bi-monthly. Commission came to the consensus that quarterly is fine as long as <br /> the delivery mode is through the postal system. Chair will draft language for the next meeting. <br /> B. Thomas presented discussion of the request from the City regarding Administrative Offense <br /> unpaid fines. Discussion centered on what questions exist regarding possible language: <br /> • Where in the Charter would it go? <br /> • What will the process be? <br /> • What limitations do we need to include for application? <br /> • What fees/fines will it include? <br /> • How do you limit increased usage where enforcement is subjective? <br /> • Does a change of this nature require a ballot measure? <br /> • Is there language currently in code and where is it? <br /> 411 <br /> • Do we need a list of specific offenses or is there an existing category to reference? <br /> • Do we want a separate appeal process or use the original fine process already in place? <br />
