ORDINANCE NO. <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE AMENDING THE MOUNDS VIEW CITY CHARTER <br /> BY ADDING A NEW SECTION 12.14 AND RENUMBERING EXISTING SECTION 12.14 <br /> TO 12.15 OF THE CITY CHARTER <br /> THE CITY OF MOUNDS VIEW DOES HEREBY ORDAIN: <br /> SECTION 1. The City Council of the City of Mounds View, pursuant to the recommendation of <br /> the City of Mounds View Charter Commission, has hereby determined that a new Section 12.14 <br /> be added to the City Charter as follows: <br /> Section 12.14. Fines and Criminal and Civil Penalties. The Council may provide by <br /> ordinance that a violation of a City ordinance is either a misdemeanor or a petty misdemeanor, <br /> punishable in accordance with State law. In addition, the Council may establish by ordinance a <br /> procedure for imposing a civil penalty known as an administrative offense not exceeding $2,000 <br /> for each ordinance violation. This procedure must provide an opportunity for a hearing before a <br /> neutral party, which may be the Council. <br /> SECTION 2. Existing Charter Section 12.14 shall be renumbered as Section 12.15. <br /> SECTION 3.
