Any of these potential issues could be overcome with proper training and providing the <br />appropriate device to a Council member. And this is where you might find another problem. <br />Some people abhor tablets (like myself) that find it inefficient to operate a computer without a <br />keyboard. Some of the cities that are paperless have some Council members using an iPad while <br />another prefers Android tablets). An iPad requires the user to have an AppleID. If Mounds View <br />elects to use iPads you would need to have every individual user (including Council) to create <br />their own individual AppleID. Android tablets do not require this but a person can associate their <br />GMail email account to take advantage of personalizing apps. <br />As for staff, I always question why staff would require both their desktop computer and a single <br />purpose device for Council meetings. Roseville Department heads are all assigned notebooks or <br />tablets as their primary working device and these are brought into meetings, be it a Council <br />meeting or department head meeting. There are numerous tablets in the market that run <br />Windows 10 Professional operating system so these can be part of the City network and provide <br />a touch screen tablet interface when going mobile. At the desk, these are connected to a keyboard <br />and multiple monitors to provide the same functionality as a desktop computer. <br />In the end, your biggest challenge is getting an electronic packet in the hands of Council. Having <br />a Council member pickup a device preloaded with a packet sort of defeat one of the efficiencies <br />of paperless and that is the cost of delivering the packets. Now the time will be spent picking up <br />a tablet. And staff would have to load these packets to the tablets. If these are iPads, staff would <br />need to have the PIN that unlocks the tablet. To go paperless needs to have Council to be able to <br />receive via email or download from the City website. This is my "two -cents". <br />We can continue to push through these issues if it is the desire and intent of Council to eliminate <br />paper. The one thing you will need to be aware of is that we (Roseville IT) cannot be involved in <br />any support of this process. It is outside the realm of our responsibilities because we would have <br />to accommodate 33 Councils along with countless commissions if we get involved. Currently <br />any City that is paperless relies on their Council members to be able to understand and support <br />their own technology with assistance from City staff if necessary. <br />
