To Waive the Reading and Adopt Resolution 9020, Adopting <br />a Special Assessment Levy for Delinquent Public Utility Accounts. <br />Ayes — 5 Nays — 0 Motion carried. <br />B. Public Hearing: Resolution 9021, Adopting a Special Assessment Levy for <br />Unpaid Administrative Offense Charges, Unpaid False Alarm Charges, <br />Unpaid Diseased Tree Charges, and Unpaid Water Meter Charges. <br />Finance Director Beer requested the Council adopt a Resolution approving a Special Assessment <br />Levy for unpaid Administrative Offense Charges, Unpaid False Alarm Charges, Unpaid Diseased <br />Tree Charges, and Unpaid Water Meter Charges. He explained the City certified these charges <br />several times throughout the year. He reported an administrative fee and interest rate would be <br />charged to these accounts. <br />Mayor Mueller opened the public hearing at 6:56 p.m. <br />Hearing no public input, Mayor Mueller closed the public hearing at 6:57 p.m. <br />MOTION/SECOND: Gunn/Meehlhause. REPORTS <br />A. Reports of Mayor and Council. <br />Council Member Hull asked if the City Council was operating under the parameters of the City <br />Charter with respect to the proposed levy. Finance Director Beer reported the City was operating <br />under the parameters of the Charter. He explained debt service was excluded from Chapter 703, <br />Subd. 5. <br />Council Member Hull discussed how the City Council had been transparent in its actions and <br />noted Mr. Amundsen received his information on the levy from Mounds View Matters. <br />Council Member Gunn stated she would be attending a meeting with the Fire Chiefs on Saturday, <br />October 27th where the 2019 budget will be discussed. <br />Council Member Meehlhause commented on Thursday, October 11th the Mounds View Lions <br />would be hosting their Annual Spaghetti Dinner at the Spring Lake Park VFW from 4:30 p.m. to <br />7:00 p.m. <br />
