Resolution 9034 <br />Page 2 <br /> <br />WHEREAS, Staff has reviewed the plan set for compliance with the City Code, <br />recommending approval of the Development Review, with conditions; and, <br /> <br />WHEREAS, the Planning Commission reviewed the request on November 7, 2018, <br />recommending approval of the Development Review (Resolution 1089-18); and, <br /> <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View City Council, based <br />upon the Staff Report, recommendation of the Planning Commission, and in consideration of <br />public testimony, hereby approves Resolution 9034, approving a Development Review for <br />Edgewood Middle School with the following conditions; <br /> <br />1. The Applicant shall revise landscape plans to include additional trees and shrubs <br />to be located; (1) areas between the north parking lot and gymnasium/pool <br />building addition; (2) areas between the east parking lot and the school building; <br />(3) within parking lot islands; and (4) along the south driveway between Co Rd H <br />and the east parking lot. The revised landscape plan may be reviewed and <br />approved administratively by Staff. All landscaping shall be installed within one- <br />year of the Certificate of Occupancy being issued. A Landscape Escrow (e.g. <br />150% escrow) will not be required. <br /> <br />2. Additions and improvements to the building and property shall comply with the <br />Mounds View City Code, and be constructed consistent with submitted plans, <br />dated October 15, 2018 <br /> <br />3. The Applicant shall obtain applicable permits from the Rice Creek Watershed <br />District, and Ramsey County. The Applicant shall comply with any requirements <br />of the City and other authorities, made during its review of construction plans. <br /> <br />4. The Applicant shall reimburse the City for all fees and costs related to this <br />Development Review, including, but not limited to; City Attorney, and <br />engineering consultants. <br /> <br />5. The Applicant shall revise the Site Plan to include a sidewalk along the north side <br />of Co Rd H, from the south driveway to Edgewood Dr. <br /> <br />6. Adequate lighting shall be located along pedestrian ways. <br /> <br />7. The Applicant shall revise the Site Plan to include a barrier (physical or <br />psychological) between the south driveway, and adjacent sidewalk, intending to <br />deter pedestrians from unintentionally falling into the driveway. The design for <br />this barrier may be approved by Staff. <br /> <br />8. The Applicant shall place signage in the north parking lot, directing non-staff to <br />use the Edgewood Dr access.
