Page 23 <br />EXHIBIT "A" <br />SUMMARY OF SCHEDULE OF ACTIONS AND RESOLUTIONS FOR LOCAL <br />IMPROVEMENT PROJECTS <br />Initiation of proceedings either by the Council or by petition of affected propertyowners. <br />Owners may waive public hearing and submit "Agreement of Assessment <br />and Waiver of Irregularity and Appeal" <br />Adopt Resolution "Declaring Adequacy of Petition and Ordering preparation of <br />Report" (should be published because of appeal process) or, if not usingpetition, "Ordering Preparation of Report on Improvement" (need not be <br />published). <br />2. Preparation of report on the proposed improvement, submission to and <br />approval by Council, Council then accepts the report and orders a public <br />hearing. (When a petition signed by 100% of the landowners requests the <br />improvement, the Council may order the improvement without a hearing.) <br />Adopt Resolution "Receiving Report and Calling Hearing on Improvement" need not be published). <br />3. After a public hearing, or if hearing is waived, adopt following Resolution: <br />Adopt Resolution "Ordering Improvement and preparation of Plans andSpecs" <br />4. After submission to and approval by Council the following Resolution is <br />required: <br />Adopt Resolution "Approving Plans and Specifications, Ordering ImprovementandAdvertisementforBids". <br />5. After receiving bids, Council will adopt the following Resolution awarding thebid: <br />Adopt Resolution "Accepting Bid" (Need not be published.) <br />6. Issuance of Bonds to finance improvement.
