This issue was briefly discussed at the goal setting meeting last <br />month. Legislation has been passed, mandating that all Public Water <br />Suppliers develop and adopt a Wellhead Protection Policy. This policy <br />will identify each aquifer, it's geological formation, any readily <br />identifiable contamination sources, and the well's area of vulnerability. <br />Steve Campbell will be present to discuss in more detail the process <br />involved, and the proposal presented by SEH. This policy will involve <br />some staff time, but most of research must be completed by a <br />professional hydrogeologist. <br />Recently, staff received the rating schedule for water supplies that are <br />most vulnerable to contamination. Mounds View is currently ranked <br />in the second tier of the rating schedule. It appears at this time that <br />the City will not be required to submit its wellhead protection policy <br />until 1997. <br />Staff seeks council comment and direction in this matter. <br />Water Conservation Act <br />This Act again is mandated (unfunded) legislation. The Water <br />Conservation Act is a document that involves conversation measures <br />that suppliers are using, or plan to implement. It is also a forecasting <br />tool for water consumption in the future. An extensive amount of time <br />is spent researching past history, determining trends, logging pumping <br />needs, and tabulating information. The city's water users will receive <br />a rating based on the priority of their water consumption. Should water <br />rationing be instituted in an emergency or extended drought, high <br />priority services will receive the most water. Therefore this document <br />must be incorporated into the City's Comprehensive Plan.
