Public Works Wastewater operators, Larry Decheine and Wally <br />Mortenson will discuss the growing concerns and problems related to <br />the City's aging sewer system. They have prepared a brief videopresentation, and will provide comments related to these systems,ie. <br />infiltration, sump pump discharge, system reconstruction, MWCC <br />charges, funding. <br />Related to the presentation and possible solutions, staff has consulted <br />with City department heads, and line staff to address the maintenance <br />needs of all departments. At the Council/Staff goal setting session, <br />staff was directed to revisit the organizational structure of the <br />Maintenance Divisions. After reviewing considerable alternatives, all <br />staff concluded that increased pooling of labor resources is the most <br />efficient means of performing many seasonal tasks, or projects. <br />Both Parks and Public Works department heads could still remain in <br />charge of their designated employees and budgets. Increased <br />coordination of departmental tasks could lessen the duration of time <br />needed to complete high labor related programs. These two <br />departments have high labor needs during the spring of the year. The <br />addition of seasonal employees will alleviate this labor shortage in the <br />summer. This would allow the Wastewater Division to continue to <br />devote their efforts to the sewer systems. <br />Both department heads will remain in charge of their given employees <br />and budgets. Labor shortages have hampered efforts to provide <br />service levels at projected goals in many projects. Staff is of the <br />opinion that this expanded coordination effort will effectively complete <br />projects in a timely manner, reduce contracted labor, and enhance <br />public service.
