In addition, he is an experienced emergency manager. <br />Mr. Pauly is certified in emergency management by both the state Department of Emergency <br />Management and the Federal Emergency Management Agency. <br />This team will be supported by the entire staff of SEH with proven expertise in all disciplineF, of ci-H <br />engineering, environmental, and water resources management. <br />Responsibility of the City <br />SEH believes that for any plan to be effective, it must represent the thoughts and plans of the City. To that <br />extent, we will need the involvement from key members of your staff, including planning, and utility <br />management and operational personnel. <br />Our proposal anticipates that key members of the city staff will be available for at least 3-12 hours for <br />interviews and review of City records and documents relating to the municipal water system, emergency <br />plan, and the City's comprehensive plan elements. It is further anticipated in this proposal that the City <br />will make available any records, maps, or doctunents necessary to be a part of this plan development. <br />We also anticipate that the City will be responsible for distribution of this plan to neighboA g <br />communities and agencies for their formal review and comment as part of the requirements for <br />amending the Comprehensive Plan. <br />Fee for Service <br />SEH proposes to develop this plan in cooperation with the City of Mounds View and in accordance with <br />the stated scope of services for a lump sum fee of $6,900. <br />This proposal does not include SEH involvement in public meetings such as Planning Commission or <br />City Council. We are however, available on an hourly basis to provide that support as requested by the <br />City. <br />Upon satisfactory completion and submittal of the draft plan, SEH will invoice the City for 90% of the <br />above fee. The retraining 10% will be invoiced after completion of the final plan. <br />Schedule <br />Following our initial interview with City staff, we will complete the draft of the Public Water Supply, <br />Emergency and Conservation Plan within 45 days for formal city review. The final plan, which will <br />incorporate any changes mandated by the City, will be completed within two weeks after formal City <br />review.
