Narrative indicating the City's intent to develop a wellhead protection plan in accordance isrith the <br />rules set forth by the State Health Department at such time as they become adopted and a schedule <br />is set forth. Development of a wellhead protection plan is not part of this proposal. <br />I. Emergency Response Plan for Water Supply <br />1. Identify current emergency response procedures. <br />2. Identify new procedures that should be added based upon inventory and water system goals. <br />3. Develop revised emergency response plan which will include the following items: <br />Easily understood map depicting well and service areas; and production and well <br />characteristics. <br />Description of water system, treatment facilities, wells, pumps, and tnmk lines. <br />Description of interconnections with other communities including cooperative agreement <br />clauses; use of surface water; and availability of large, private wells. <br />Discussion of feasibility of conjunctive use and potential limitations. <br />Discussion of other feasible alternatives (i.e. use of treated water). <br />4. Develop emergency demand reduction plan <br />Review potential to reduce demand for each user group. <br />Develop criteria to utilize in establishing effective demand reduction and allocation programs. <br />Establish program for sequencing demand reduction procedures for user groups. <br />Establish allocation program. <br />Develop implementation program which will include triggering mechanisms and <br />enforcement procedures. <br />Water Supply and Conservation Plan Implementation <br />1. Establish public review and comment period. <br />2. Analyze impact upon Comprehensive Plan. <br />3. Amend Capital Improvements Program to reflect plan recommendations. <br />4. Amend official controls to allow for plan effectuation. <br />5. Program for review and update of plan.
