Item 05B
Page 2

A Variance may be granted only in the event that all of the criteria 3 for granting a Variance is
met (please refer to the attached Resolution).

Summary
The Mounds View School district has proposed building additions and improvements to
Edgewood Middle School, including relocating the bus staging area and driveway access,
necessitating a three-lane driveway 38’ in width, which exceeds the maximum 32’ driveway curb
cut permitted.

The Community Development Director has approved a preliminary Administrative Variance,
subject to affirmation by the Planning Commission.

Recommendation
Staff recommends approval of Resolution 1088-18, affirming the Administrative Variance
approval.

The Planning Commission is requested to consider the following options:

1. Approving Resolution 1088-18, affirming approval of the Administrative Variance.

2. Deny Resolution 1088-18, and redirect the applicant to apply for a Variance.

3. Table the request. If additional information is needed before a decision can be rendered or
if more discussion is needed, the Commission can simply move to table the request until
such information has been provided. Because of the 60-day requirements (Deadline: Dec
17, 2018) the Commission would need to act upon the request as soon as reasonably
possible to avoid an inadvertent approval.

Respectfully submitted,

________________________
Jon Sevald, AICP
Community Development Director

Attachments
1. Applicant’s Narrative, and Site Plan, dated Oct 15, 2018
2. Site Photos, Oct 30, 2018
3. Resolution 1088-18

3 City Code, Section 1125.02, Subd 2 (Criteria for Granting a Variance)
