The variance is in harmony with the general purposes and intent of this Title. <br /> <br />Finding: The school includes an existing parking lot located along Edgewood <br />Drive, which has a 0’ setback. This parking lot is believed to have existed where- <br />is since the school was built in 1958, predating many of the adjacent homes. <br /> <br />The requested Variance will allow the north parking lot to expand, matching the <br />0’ setback of the aforementioned parking lot. The lack of a greenspace buffer <br />between the property line and the north parking lot will not substantially impact <br />adjacent properties, and is thereby in harmony with the general purposes and <br />intent of this Title. <br /> <br />b. The variance is consistent with the Comprehensive Plan. <br /> <br />General Land Use <br /> <br />Goal 1: Maintain a cohesive land use pattern that ensures compatibility and <br />functional relationships between activities and uses. <br /> <br />Policy k: Require and maintain buffering and visual separation between <br />differing land uses, when possible. <br /> <br />Finding: The north parking lot provides daytime parking for staff, and night-time <br />parking for activities at the swimming pool, gymnasium, tennis courts, and <br />practice fields. The reduced setback is necessary to allow the parking lot to <br />expand, sufficiently serving these needs. <br /> <br />Public Facilities <br /> <br />Goal 1: Plan public facilities and services in a coordinated and economic <br />manner on a basis that is consistent with the nature of development <br />in the city. <br /> <br />Policy b. The City should require adequate screening, landscaping and <br />buffering of public facilities to limit their impact on surrounding <br />uses and to enhance the area where they are located. <br /> <br />Finding: The reduced parking lot setback will not significantly impact the <br />appearance of the school property as viewed from the adjacent homes across <br />Edgewood Drive. The north parking lot to be expanded will look similar to the <br />existing parking lot in front of the school, which has a similar 0’ setback. <br /> <br /> <br />
