<br /> <br /> <br /> <br /> <br /> <br />RESOLUTION 1070-17 <br /> <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br /> <br />A RESOLUTION RECOMENDING APPROVAL OF AN AMENDMENT TO THE CITY <br />OF MOUNDS VIEW MUNICIPAL CODE, SECTION 401.06, RELATING TO THE <br />ORGANIZATION OF PLANNING AND ZONING COMMISSION MEETINGS <br /> <br /> <br />WHEREAS, the City of Mounds View Municipal Code, Section 401 establishes a <br />Planning and Zoning Commission, which shall be the City planning agency as authorized by <br />Minnesota Statute §462.354, Subd 1; and, <br /> <br />WHEREAS, the City of Mounds View Municipal Code, Section 401.06, Subd 7 states <br />that the Commission shall adopt bylaws for its governance and for the transaction of its business. <br />The bylaws shall be reviewed on an annual basis at the first regular meeting in February; and, <br /> <br />WHEREAS, the Planning and Zoning Commission reviewed its Bylaws on February 1, <br />2017 and April 5, 2017 and, <br /> <br />WHEREAS, the Planning and Zoning Commission Bylaws, Section VI(A) describes <br />four types of commission meetings, including Agenda Sessions, intended to include discussions <br />of non-actionable items; and, <br /> <br />WHEREAS, it is the current practice that discussion of non-actionable items occur <br />during the Planning and Zoning Commission’s Regular Meetings, and not during Agenda <br />Sessions. Further, Agenda Sessions have not occurred since 2013; and, <br /> <br />WHEREAS, the Planning and Zoning Commission amended its Bylaws on April 5, <br />2017, removing Agenda Sessions from its Bylaws; and, <br /> <br />WHEREAS, the City of Mounds View Municipal Code, Section 401.06 describes the <br />organization of Planning and Zoning Commission meetings, including Agenda Sessions; and, <br /> <br /> <br />
