Item No: 09A <br />Meeting Date: January 7, 2019 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br /> <br />Item Title/Subject: Resolution 9056, Approving Acting Mayor, Treasurer, <br /> City’s Official Newspaper and Official Depositories for 2019 <br /> <br /> <br />Background: <br />In accordance with Minnesota state law, it requires the City Council to annually select an Acting <br />Mayor from among City Council Members. In addition, state law also requires the City Council to <br />annually select an official depository for City funds. In 2018, the Acting Mayor was Council <br />Member Gunn. <br /> <br />In addition. Minnesota state law requires the City Council to annually designate a legal <br />newspaper of general circulation in the City as its official newspaper <br /> <br />In accordance with Section 6.04, of the Mounds View City Charter, it requires the City Council to <br />appoint a City Treasurer. <br /> <br />Discussion: <br />The Sun Focus, the Bulletin and the Shoreview Press have each submitted proposals to be the <br />City’s official newspaper for 2019 (proposal letters attached). The Council selected the Sun <br />Focus as the City’s primary newspaper last year. The City Council expressed interest in <br />selecting the Sun Focus as the City’s official newspaper in previous years due to the better news <br />coverage that the Sun Focus provides on City matters. <br /> <br />In regard to circulation in Mounds View, both the Sun Focus and The Bulletin delivers their <br />newspapers to approximately the same number of households at 3,500. However, The <br />Shoreview Press has indicated that circulation in Mounds View is minimal. <br /> <br />Lillie Suburban <br />Newspapers (New <br />Brighton Bulletin) <br />$4.85 per column inch for a one- <br />time publication; and $4.25 per <br />column inch for each additional <br />publication (? characters per <br />inch, 9 lines per inch) <br />Deadline is 3:00 pm Thursday <br />for following Tuesday’s weekly <br />publication. <br />Sun Media (Mounds <br />View- New Brighton <br />Sun-Focus) <br />$7.00 per column inch (320 <br />characters per inch, 9 lines per <br />inch) <br />Deadline is 11:00 am Monday <br />for Friday’s weekly publication. <br />Press Publications <br />(Shoreview Press) <br />$5.36 ($5.20 last year) per <br />column inch (300 character per <br />inch, 9 lines per inch) <br />Deadline is every other <br />Wednesday by 5:00 pm for <br />following Tuesday’s bi-weekly <br />publication. <br />
