<br />Item No: 8C <br />Meeting Date: January 28, 2019 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9071 Approving a Memorandum of <br />Understanding between the City and LELS 204 Regarding <br />VCET Officer Specialty Pay <br />Introduction: <br />The Ramsey County Sheriff’s Department requested the Mounds View Police <br />Department provide an Officer to serve on the County’s Violent Crimes Task Force <br />(VCET). After the assignment was made by the Police Department, a discussion was <br />raised regarding the consideration of specialty pay for the VCET Officer. <br /> <br />Discussion: <br />The Mounds View Police Department assigned an Officer to serve on the Violent <br />Crimes Task Force (VCET) starting in the fall of 2018. During a department head <br />meeting the topic of Specialty Pay for the assignment was raised as the Labor <br />Agreement with Local Law Enforcement Labor Services, Inc. (Local 204) does not <br />include additional pay for the VCET assignment. <br /> <br />The Human Resources Committee met on January 17, 2019 to discuss the possibility of <br />adding Specialty Pay for the VCET assignment, and all agreed if services being <br />provided by the VCET Officer were benefiting the City of Mounds View, then a wage <br />adjustment should be considered. During the HR Committee meeting, Finance Director <br />Beer was present and indicated funding is available for VCET. Since the start of the <br />program, the VCET Officer has worked on violent crime reduction mainly within our own <br />City. <br /> <br />A conversation was held with the Mounds View Police Department Union Steward and <br />the attached Memorandum of Understanding for VCET Officer Specialty Pay was <br />created by Local 204 and reviewed by the HR Committee. The specialty pay has been <br />recommended to be $300 per month which is the same Specialty Pay as received by <br />Investigators. Financial impact for 2019 would be $3,300. The Specialty Pay will <br />become effective following approval by Council and will remain in effect for the VCET <br />Officer until the end of the assignment. <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 9071, a resolution approving a Memorandum <br />of Understanding between the City of Mounds View and LELS 204 regarding VCET <br />Officer Specialty Pay. <br /> <br />Respectfully submitted, <br /> <br />________________________ <br />Rayla Sue Ewald <br />Human Resources Coordinator
