Planning Cases <br /> <br />A. Resolution 1093-19, Recommending Approval of a Minor Subdivision located <br />at 8456 Red Oak Drive <br /> <br />Community Development Director Sevald stated Patrick Schmeichel of Elin Marco Group, is <br />requesting approval of a Minor Subdivision of the property located at 8456 Red Oak Drive. The <br />property will be subdivided into two single-family lots. A house and garage were demolished in <br />October, 2018. Staff recommended the Planning Commission approve the Minor Subdivision as <br />requested. He provided further comment on the request. <br /> <br />Commissioner Klander commented on the park dedication fee. He questioned if the proposed <br />fee was too high. <br /> <br />Chair Stevenson explained a 10% park dedication fee has been charged for quite some time. He <br />reported park dedication fees were established by the City Council. Community Development <br />Director Sevald reported Parcel A has already paid its park dedication fees but noted Parcel B <br />was being charged through the minor subdivision as it would be a new lot in the City. <br /> <br />Patrick Schmeichel of Elin Marco Group, commented on the gross lot size and asked if the Park <br />Dedication fee should be divided in half. Community Development Director Sevald discussed <br />how the City determined its park dedication fees. <br /> <br />Commissioner Klander asked if the City had ever decreased its park dedication fees for a project. <br />Community Development Director Sevald recalled the City had reduced the Bel Rae’s park <br />dedication fee in lieu of constructing a trail. <br /> <br />Commissioner Nelson commented this was a very large lot and reported the fee was proportional <br />to the size of the lot. <br /> <br />Councilmember Meehlhause discussed several previous planning cases where park dedication <br />fees may have been adjusted. He reported the other developments were much larger than the <br />proposed minor subdivision. <br /> <br />Commissioner Klander stated he would like to further investigate park dedication fees. He <br />supported multi-family housing developments being charged more for park dedication fees than <br />single family residential homes. He explained he did not support the proposed park dedication <br />fee for this minor subdivision. Community Development Director Sevald stated he could <br />provide the Commission with park dedication fee information that was gathered by the City of <br />Roseville. <br /> <br />MOTION/SECOND: Commissioner Rundle/Commissioner Farmer.
