EXHIBIT B <br />AGREEMENT FOR PROGRAMMING SERVICES PROVIDED <br />BY NORTH SUBURBAN ACCESS CORPORATION (dba CTV North Suburbs) <br />North Suburban Access Corporation, dba CTV North Suburbs (CTV), hereby agrees to <br />program the government access channel (Channel 16) of the City of Mounds View <br />(City) in return for financial consideration as outlined in the agreement. <br />CTV Agrees that it will: <br />a. cablecast live city council, other city meetings and any other programming <br />provided by the city and encode (i.e., record) them for playback on the city's channel <br />16, up to a maximum of eleven (11) playbacks per day, in accordance with a schedule <br />set by the city. <br />b. Have a master control operator on duty Monday through Thursday from 3 <br />p.m. until 11 p.m., or until the end of the last live event that evening. On Fridays, the <br />master control operator will work from noon until 7 p.m. <br />If the city requests the playback of a live event on a Saturday on which a <br />master control operator is already scheduled to work, there will be no additional charge <br />for that programming event. If, however, the city requests the playback of a live event <br />on a Friday or Saturday evening or Sunday or any other time that a master control <br />operator is not scheduled to work, CTV may deduct the time involved from the city's <br />"100 hours" allotment of CTV staff services. <br />c. Provide technical troubleshooting assistance for audio and/or video <br />problems with the programming. If city equipment and/or procedures are the cause of <br />the problem, CTV will deduct the time involved in troubleshooting and, if requested, <br />correcting the problem from the city's "100 hours" allotment of CTV state services. If <br />city equipment and/or procedures are not the cause of the problem, CTV will <br />troubleshoot and, if requested, correct the problem at no charge to the city. <br />2. The City agrees that it will: <br />a. Provide a weekly programming schedule of live and/or recorded events or <br />shows at least one week in advance of first event/show on the schedule. <br />b. Provide CTV's master control operator(s) with a monthly schedule of all <br />live events to be cablecast and/or encoded. <br />c. Notify CTV's master control operator(s) as soon as possible of the <br />cancellation of a live event, including a city meeting, which is scheduled for playback; of <br />any change in the day or beginning time of any live event, including city meeting, or of <br />any additions of special meetings to the schedule. <br />d. Provide CTV's master control operator(s) with the name and telephone <br />number(s) and a-mail address of an emergency contact who can answer questions <br />about the cablecast and/or encoding of live events. <br />
