EDA RESOLUTION N0.07-EDA-232 <br />CITY OF MOUNDS VIEW <br />MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING THE REQUEST FOR QUALIFICATIONS (RFQ) <br />FOR A DEVELOPER TO DESIGN AND BUILD A COMMERICAL PROJECT IN <br />THE FORMER PREMIUM STOP AREA, AND TO AUTHORIZE DISTRIBUTION <br />AND PUBLICATION OF THE RFQ <br />WHEREAS, the parcel located at 2390 County Road 10, at the <br />intersection of County Road H2 and Co. Road 10, was a nuisance and blighted <br />property on the Gity's main commercial corridor; and, <br />WHEREAS, the Mounds View EDA acquired the irregularly-shaped site <br />formerly known as the Premium Stop gas station and convenience store in <br />September 2006; and, <br />WHEREAS, the proposed use of the 1.28 acre subject property would be <br />to facilitate the commercial redevelopment of this visible corner lot along the <br />City's main business corridor; and, <br />WHEREAS, on September 11, 2006, the Mounds View City Council <br />authorized DSU/Bonestroo to prepare a market analysis and planning study to be <br />conducted of the site, including adjacent and nearby undeveloped and <br />underdeveloped areas along County Road 10 to help determine the best re-use <br />of the 12.3 acre area, and have a consistent vision for the area; and, <br />WHEREAS, the DSU/Bonestroo study envisions the creation of a <br />compact, walkable commercial node with a mix of retail, office and housing; and, <br />WHEREAS, to facilitate the redevelopment process, the City is <br />considering a Request for Qualifications (RFQ) process to obtain a developer <br />that would design and construct a commercial project on the site; and <br />WHEREAS, the proposed schedule is that the RFQ would be sent to <br />developers on May 22, 2007, apre-submittal meeting would be held on June <br />20th, and responses would be due to the City by July 9th, 2007. <br />
