Doty <br />for his many years of service to the City of Mounds View, MN. Bill has <br />served the City on the Charter Commission since 1978, originally Chairing the <br />Commission to draft the Charter. He then served for eight years as an early <br />member of the Commission. He served on the City Council from 1980 to 1983 <br />. He has continuously served the Charter Commission from 1999 to 2018. His <br />knowledge of the City, the City Charter, the history, and the concepts of <br />Minnesota Statutes which apply to City Charters have helped guide the <br />Commission during his tenure. <br />In recognition of his extensive service time to his fellow citizens, his <br />continuous interest in bettering the condition of the City, for making Mounds <br />View a model Charter City, and an advocate for citizen's to exercise oversight <br />of government, as intended by the United States and Minnesota Constitutions, <br />The Charter Commission of Mounds View extends its appreciation and thanks <br />to William C.
