MOU-NOtSVIC-E-W <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: November 13, 2018 <br />Type of Business: CB <br />Administrator Review: r <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works <br />Item Title/Subject: Resolution 9032, Approve a Feasibility Study and Survey for <br />the 2019 Street Reconstruction Project <br />Background/Discussion: <br />The 2019 Street Reconstruction Project will include the following.- <br />The <br />ollowing: <br />The Business Park South consisting of Woodale Drive, and is located Southeast <br />of Mounds View Blvd west of 35W. The area includes industrial, light commercial, <br />as well as the Allina Ambulance Service. It should be noted that there are 9 <br />residential properties that are located north of Woodale Drive. Some of these <br />properties were included in the Area C street project and will be offered the <br />Private Improvement Program option of widening their driveway apron. <br />• Bronson Drive from Edgewood Drive to Long Lake Road serves the Water Tower, <br />Booster Station, reservoir, Public Works facility, 1 small apartment building and 1 <br />business. <br />The parking lot at Silver View Park located at 2700 County Road I, is the main <br />parking lot for the park. <br />Many of these properties have a truck traffic as well as the general public entering and <br />exiting the properties. Maintaining access to and limiting interruptions for these <br />properties during construction is important and will require a phased approach. <br />The Spring Lake Park, Blaine, Mounds View Fire Department (SBM Fire Dept.) <br />approached Staff, and inquired if the parking lot for Station #1, 1710 County Road 10, <br />Spring Lake Park, could be included in the next City street project to take advantage of <br />obtaining lowers costs and engineering services. <br />Staff contacted the City Attorney to prepare at Joint Powers Agreement (JPA) that will <br />need to be approved at the City Council meeting in which the feasibility study is accepted <br />and approved for the street project. A DRAFT of the JPA is attached. <br />Staff has received an estimate from Stantec to perform the feasibility study for the project <br />not to exceed $6,000.00 along with a survey not to exceed $6,000.00. <br />Further Discussion: <br />Funding/Chapter 429 Process <br />Improvements for the Business Park South and Bronson Drive have been discussed for <br />several years and have been included in the Capital Improvement Program and are to be <br />assessed in accordance with Chapter 202 of the Municipal Code. <br />The 2019 draft budget includes $700,000.00 in 485-4470-7050 for this project. <br />
