<br />Item No: 5C <br />Meeting Date: February 11, 2019 <br />Type of Business: Consent <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9077 Benefit Adjustment for Quasabart and <br />Peterson <br /> <br /> <br />Introduction: <br />Two separate but similar issues. Two senior employees who have demonstrated <br />exceptional service/performance. <br /> <br />Discussion: <br />Agnes Quasabart serves in the Finance Division and came to us with substantive <br />experience. She has welcomed and embraced new changes and challenges to her job <br />duties. Her performance and attitude serve as a model for all. Based on her just <br />completed performance review and in combination with her considerable experience <br />and skill I am recommending an accelerated vacation schedule be awarded providing <br />her with an additional five (5) days of vacation accrual. Ms. Quasabart currently accrues <br />vacation at the rate of 15 days per year, and with approval of this resolution will accrue <br />vacation at the rate of 20 days per year. <br /> <br />Don Peterson served as both your Public Works Superintendent and Director for a <br />significant period in 2017 and part of 2018. Additionally, the division had vacancies in <br />their Engineering Technician and GIS Technician positions. This resulted in an <br />accumulation of hundreds of hours of Flex Time due to Mr. Peterson’s commitment to <br />the City. However, due to our current vacation carryover policy, Mr. Peterson would <br />have lost a majority of his accumulated time. The HR Committee approved Mr. Peterson <br />carrying all of the time over into 2018. Despite taking one (1) day per week and one (1) <br />a week per month for four (4) months, excess accumulated time remained <br /> <br />Recommendation: <br />Approves Resolution 9077 making vacation adjustments to Agnes Quasabart and <br />restoring Flex Time and Vacation Time to Don Peterson. <br /> <br />Restore the lost excess Flex Time and Vacation Time to Don Peterson from previous <br />years to calendar year 2019 in order to give him one (1) more year to use the <br />accumulations. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Nyle Zikmund <br />City Administrator <br /> <br />
