Item No: 8F <br />Meeting Date: March 25, 2019 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9093, Authorizing AE2S (Advanced Engineering and <br />Environmental Services, Inc.) to Perform Engineering Services for <br />Inflow and Infiltration Flow Study on the Sanitary Sewer System <br />Background: <br />The City Council is aware of the rising costs associated for the treatment waste of the Sanitary <br />Sewer System to Metropolitan Council. The City has taken a number of action steps to <br />decrease the amount of Inflow and infiltration (I & I), such as performing sump pump <br />inspections, cured in place pipe lining, and replacing old sanitary sewer pipe during street <br />reconstruction projects were practical. <br /> <br />With the rising cost for treating waste, the City Council requested Staff to look at other ways <br />that the overall costs could be reduced. As Staff began to investigate, it was noted that there <br />are a number of private sanitary sewer systems that are connected to the City system. These <br />systems are not metered and the City, at this time, has no control over what or how much <br />waste-water flows through these systems. <br /> <br />Discussion: <br />During the 2019 budget process, Staff recommended that an I & I Study be conducted on <br />these systems. It was determined to begin with the larger privates systems before moving to <br />some of the smaller systems. In the 2019 Sanitary Sewer Budget, account 730-4823-3030 <br />there is $12,000.00 for an I & I study. <br /> <br />Staff received an estimate from AE2S (Advanced Engineering and Environmental Services) <br />to perform this study for $15,000. The estimate is $3,000 over the budgeted amount; the <br />difference would come from the contingency account 730-4823-9100 with a budget of <br />$15,000.00 earmarked for an impeller for the Bronson Lift Station. <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> <br />Financial Impact: No Financial Impact to the 2019 Budget. Sanitary Sewer account 730- <br />4823-3030, which has $12,000 budgeted for this study, along with contingency account 730- <br />4823-9100 of $15,000 would cover the remaining cost of the Sanitary Sewer I & I Study. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution to authorize <br />AE2S to perform a Sanitary Sewer I & I Flow Study. <br /> <br />Respectfully submitted, <br /> <br />Don Peterson, Public Works Director
