<br />Item No: 5D <br />Meeting Date: February 11, 2019 <br />Type of Business: Consent <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9078 Director Benefit Package <br /> <br /> <br />Introduction: <br />As discussed at workshop, human resources are the single greatest asset the city has <br />to achieve the goals established by council. Retention of employees is critical, <br />especially in the ultra-competitive environment we are currently in. <br /> <br />Discussion: <br />As part of the focus on HR it became apparent that we had significant diversity in our <br />benefit package as it related to director positions. There are numerous explanations on <br />why this happened but development and adoption of a director level benefit package will <br />remedy current and future conflicts. At the core of the issue is the typical depth of <br />experience they bring that combined with the hiring process, has not always resulted in <br />consistency. This proposal will provide a level of consistency and fairness amongst a <br />similar employee group. <br /> <br />Summary of changes from current policy; establishes a base vacation accrual rate at 3 <br />3 weeks versus 2, increases carryover of flex time from 40 hours to 100 hours, <br />increases carryover of vacation time from accrual plus 2 weeks to accrual plus 3 weeks. <br /> <br />Recommendation: <br />Adopt resolution 9078 that amends the Employee Policy Manual specific to the benefits <br />for director level employees. <br /> <br />Strategic Plan Strategy/Goal: <br />One of the 5 adopted strategies in the Strategic Plan is specific to recruitment and <br />retention of staff. In the last 4.5 years, all but one of the seven division directors <br />(including City Administrator) have turned over.
