Mounds View City Council March 25, 2019 <br />Regular Meeting Page 7 <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9091 – <br />Authorizing AE2S Inc. (Advanced Engineering and Environmental Services, Inc.) to Perform a <br />Water Study and Continue Preparing a Water Management Program for the Water Infrastructure. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. Resolution 9094 – Support of HF1095/SF1271 and HF2194/SF2087. <br /> <br />City Administrator Zikmund requested the Council support HF1095/SF1271 and HF <br />2194/SF2087. He discussed the amount of bills that had been introduced in 2019. He explained <br />one of the bills was being recommended by the League of Minnesota Cities regarding the <br />creation of street improvement districts. The other bill has to do with capturing CSAH monies <br />for roads and bridges. He encouraged the Council to offer their support to these two Senate and <br />House bills. <br /> <br />Council Member Meehlhause asked if the Mayor had a better understanding on how the proposed <br />street districts would work. <br /> <br />Mayor Mueller explained a lot of cities were in the same boat with limited resources for street <br />repairs. She commented on the importance of counties partnering with cities to keep roadways in <br />good working order. She discussed how Mounds View led the way through their street <br />replacement program. She reported MSA funding and funding for roadways has been a top <br />concern for all the member cities of the League of Minnesota Cities and for this reason these new <br />bills were being proposed. <br /> <br />MOTION/SECOND: Bergeron/Mueller. Resolution 9093 – Authorizing AE2S (Advanced Engineering and <br />Environmental Services, Inc.) to Perform Engineering Services for Inflow <br />and Infiltration Flow Study on the Sanitary Sewer System. <br /> <br />Public Works Director Peterson requested the Council authorize AE2S to perform engineering <br />services for inflow and infiltration flow study on the Sanitary Sewer System. He discussed the <br />expense for this project and recommended the Council approve the study. <br /> <br />Mayor Mueller explained this study was very important as it would assist the City in learning <br />where run off and other fluids were running into the sanitary sewer system. She discussed the <br />expense the City was paying to the Met Council for water treatment and reported a reduction in <br />I&I could assist the City in reducing its expenses with the Met Council. <br /> <br />MOTION/SECOND: Bergeron/Meehlhause.
