Mounds View City Council March 25, 2019 <br />Regular Meeting Page 7 <br />1 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9091 — <br />2 Authorizing AE2S Inc. (Advanced Engineering and Environmental Services, Inc.) to Perform a <br />3 Water Study and Continue Preparing a Water Management Program for the Water Infrastructure. <br />4 <br />5 Ayes — 5 Nays — 0 Motion carried. <br />6 <br />7 E. Resolution 9094 — Support of HF1095/SF1271 and HF2194/SF2087. <br />8 <br />9 City Administrator Zikmund requested the Council support HF1095/SF1271 and HF <br />l0 2194/SF2087. He discussed the amount of bills that had been introduced in 2019. He explained <br />11 one of the bills was being recommended by the League of Minnesota Cities regarding the <br />12 creation of street improvement districts. The other bill has to do with capturing CSAH monies <br />13 for roads and bridges. He encouraged the Council to offer their support to these two Senate and <br />14 House bills. <br />15 <br />16 Council Member Meehlhause asked if the Mayor had a better understanding on how the proposed <br />17 street districts would work. <br />18 <br />19 Mayor Mueller explained a lot of cities were in the same boat with limited resources for street <br />20 repairs. She commented on the importance of counties partnering with cities to keep roadways in <br />21 good working order. She discussed how Mounds View led the way through their street <br />22 replacement program. She reported MSA funding and funding for roadways has been a top <br />23 concern for the League of Minnesota Cities and for this reason these new bills were being <br />24 proposed. <br />25 <br />26 MOTION/SECOND: Bergeron/Mueller. To Waive the Reading and Adopt Resolution 9094 — <br />27 Support of HF1095/SF1271 and HF2194/SF2087. <br />28 <br />29 Ayes — 5 Nays — 0 Motion carried. <br />30 <br />31 F. Resolution 9093 — Authorizing AE2S (Advanced Engineering and <br />32 Environmental Services, Inc.) to Perform Engineering Services for Inflow <br />33 and Infiltration Flow Study on the Sanitary Sewer System. <br />34 <br />35 Public Works Director Peterson requested the Council authorize AE2S to perform engineering <br />36 services for inflow and infiltration flow study on the Sanitary Sewer System. He discussed the <br />37 expense for this project and recommended the Council approve the study. <br />38 <br />39 Mayor Mueller explained this study was very important as it would assist the City in learning <br />40 where run off and other fluids were running into the sanitary sewer system. She discussed the <br />41 expense the City was paying to the Met Council for water treatment and reported a reduction in <br />42 I&I could assist the City in reducing its expenses with the Met Council. <br />43 <br />44 MOTION/SECOND: Bergeron/Meehlhause.
