of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: April 22, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution No. 9100 to Consider a Residential <br />Kennel License for Christi Rodriguez, 7877 Sunnyside Road <br />Introduction: <br />Ordinance 890 requires that a public hearing be held for all dog kennel license applications and <br />that notices be sent to residents within 500 feet of the property in question. Christi Rodriguez, <br />7877 Sunnyside Road, has applied for a residential dog kennel license. <br />Discussion: <br />Christi Rodriguez owns her home located at 7877 Sunnyside Road. Currently, Christi has three <br />dogs. Andrew (Cappuccino) is a Brittany Spaniel Mix, Honey Lu is a Collie Mix and Leia Dee is <br />a Pekingese Shih Tzu Mix. Staff has not yet been informed if the dogs will be used for breeding <br />purposes. All dogs are current on their rabies vaccination and each has a Mounds View Dog <br />License. Her application indicates that there is not an outside kennel on the property. <br />As required, the City has published notice of this meeting in the New Brighton -Mounds View <br />Bulletin and has sent a notice to property owners within five hundred feet (500') of the subject <br />property at least ten (10) days before this public hearing. <br />Kennel licenses expire each year on June 30, 2019. However, staff is recommending that this <br />kennel license expire June 30, 2020. <br />According to the Mounds View Police Department, there was one animal complaint on file for this <br />address in March of this year. The owner was later cited for an unlicensed dog. The dog now is <br />licensed with the City. <br />Ms. Rodriguez' two sons will be present at the meeting to answer any question as Ms. Rodriguez <br />is not able to attend due to a prior commitment. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement — "Welcoming and desirable destination to all ages and cultures ... and a place <br />where residents can live, work and play. <br />Financial Impact: None. <br />Recommendation: <br />Staff recommends opening the public hearing for public comment, and consider Resolution No. <br />9100 for approval. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
