(`hicf T Inhn (..nninrihrim Prccirlcnf <br />Developing Current and Future Leaders <br />Friday, April 26, 2019 <br />Carol Mueller, Mayor <br />Nyle Zikmund, City Administrator <br />City of Mounds View <br />2401 Mounds View Boulevard <br />Mounds View, MN 55112 <br />Dear Mayor Mueller, City Council Members, and City Administrator Zikmund, <br />Administrator Commentary <br />This letter is in response to Mr. Zikmund's April 23, 2019, email and related <br />attachments, a copy is attached hereto. While I was not present for the March <br />27, 2019, meeting at the Office of the State Auditor, I have discussed the matter <br />in detail with some of the parties present and have had the opportunity to <br />review documentation from the meeting. Based on this information, I find the <br />information provided in your April 23, 2019, letter to be an inaccurate <br />representation of what was discussed and the position of the Minnesota State <br />Fire Chiefs Associations (MSFCA). I did request that President Cunningham <br />provide that documentation. I confirmed with the State Auditor they have no <br />official notes/minutes. <br />References are made to an April 23, 2019 letter. I am unaware of any letter <br />dated April 23, 2019 from me or the City. It could be the letter of April 13, 2019 <br />which is included as part of the correspondence. <br />He states the information I provided to be an inaccurate representation of the <br />MSFCA position. The purpose of the email exchange that led up to the letter, <br />and the letter itself were directly seeking what the MSFCA position was. Email <br />sent to Chief Scott resulted in a response did not address the direct question of <br />clarification. Subsequently, the letter dated April 16, 2019 includes a second <br />request for clarification. Eagan City Administrator Osberg/ Chief Scott <br />telephoned on April 22, 2019 to discuss the letter but clarification was still not <br />provided during that conversation. Subsequently (the next day - April 23, 2019) <br />email sent to President Cunningham and their Legislative Chair seeking <br />clarification. <br />The MSFCA is a professional member -driven organization that represents the <br />interests of departments, chiefs, command staff, and line officers/firefighters <br />throughout the entire State of Minnesota.
