Mounds View City Council May 28, 2019 <br />Regular Meeting Page 2 <br /> <br />service to this country and to the City of Mounds View. He presented Officer Garland with the <br />Law Enforcement Certificate of Accommodation for Outstanding Public Service in the state, <br />community and nation. In addition, he indicated Officer Garland was recognized as Minnesota’s <br />American Legion Law Enforcement Officer of the Year for 2018 and 2019. He congratulated <br />Officer Garland for this recognition and commended the Mounds View Police Department for <br />their outstanding efforts in the community. <br /> <br />Mayor Mueller stated the City was extremely proud of its Police Department and especially <br />Officer Garland. She congratulated Officer Garland for his great work and asked Chief Harder to <br />come forward at this time. Police Chief Harder accepted the award from the American Legion <br />on Officer Garland’s behalf. A round of applause was offered by all in attendance. <br /> <br /> B. Swearing In of Officer Mike Hanson. <br /> <br />Police Chief Harder introduced newly hired Police Officer Mike Hanson to the City Council. He <br />administered the oath of office to Officer Hanson and welcomed him to the Mounds View Police <br />Department. A round of applause was offered by all in attendance. <br /> <br />Officer Hanson introduced his family to the City Council and thanked them for the opportunity to <br />work in this community. <br /> <br /> C. Presentation from Ramsey County Parks and Recreation Department – <br />Benjamin Karp. <br /> <br />Public Works Director Peterson reported Ramsey County had recently completed a North <br />Regional Trail Master Plan and was seeking Council approval. He explained Benjamin Karp <br />from Ramsey County was in attendance to provide the Council with further information on this <br />plan. <br /> <br />Benjamin Karp, Ramsey County Parks and Recreation Department, provided the Council with a <br />presentation on the North Regional Trail Master Plan. He reported the master plan would serve <br />as a guiding document to identify long-term infrastructure and recreation improvements for the <br />development of a park, trail or other resource. He discussed the project goals within the master <br />plan and described the community engagement that occurred. In addition, approaches to reduce <br />barriers had been identified within the master plan. The preferred concept plan was reviewed in <br />detail with the Council and requested Council approval of the master plan. <br /> <br />Council Member Meehlhause asked where the cross-country ski trails would be located. Mr. <br />Karp reviewed the location of the new cross-country ski trails on the preferred concept plan. <br /> <br />Mayor Mueller commented on the TCAAP portion of this project and questioned if the park <br />plans for this property would move forward even though development has stalled. Mr. Karp <br />indicated the park plans would be moving forward in a phased approach. <br />
