He presented Officer Garland with the 1 Law Enforcement Certificate of Accommodation for Outstanding Public Service in the state, 2 community and nation. In addition, he indicated Officer Garland was recognized as Minnesota’s 3 American Legion Law Enforcement Officer of the Year for 2018 and 2019. He congratulated 4 Officer Garland for this recognition and commended the Mounds View Police Department for 5 their outstanding efforts in the community. 6 7 Mayor Mueller stated the City was extremely proud of its Police Department and especially 8 Officer Garland. She congratulated Officer Garland for his great work and asked Chief Harder to 9 come forward at this time. Police Chief Harder accepted the award from the American Legion 10 on Officer Garland’s behalf. A round of applause was offered by all in attendance. 11 12 B. Swearing In of Officer Mike Hanson. 13 14 Police Chief Harder introduced newly hired Police Officer Mike Hanson to the City Council. He 15 administered the oath of office to Officer Hanson and welcomed him to the Mounds View Police 16 Department. A round of applause was offered by all in attendance. 17 18 Officer Hanson introduced his family to the City Council and thanked them for the opportunity to 19 work in this community. 20 21 C. Presentation from Ramsey County Parks and Recreation Department – 22 Benjamin Karp. 23 24 Public Works Director Peterson reported Ramsey County had recently completed a North 25 Regional Trail Master Plan and was seeking Council approval. He explained Benjamin Karp 26 from Ramsey County was in attendance to provide the Council with further information on this 27 plan. 28 29 Benjamin Karp, Ramsey County Parks and Recreation Department, provided the Council with a 30 presentation on the North Regional Trail Master Plan. He reported the master plan would serve 31 as a guiding document to identify long-term infrastructure and recreation improvements for the 32 development of a park, trail or other resource. He discussed the project goals within the master 33 plan and described the community engagement that occurred. In addition, approaches to reduce 34 barriers had been identified within the master plan. The preferred concept plan was reviewed in 35 detail with the Council and requested Council approval of the master plan. 36 37 Council Member Meehlhause asked where the cross-country ski trails would be located. Mr. 38 Karp reviewed the location of the new cross-country ski trails on the preferred concept plan. 39 40 Mayor Mueller commented on the TCAAP portion of this project and questioned if the park 41 plans for this property would move forward even though development has stalled. Mr. Karp 42 indicated the park plans would be moving forward in a phased approach. 43 44
