The Mounds View Vision
A Thriving Desirable Community

Item No: 8H
Meeting Date: May 13, 2019
Type of Business: CB
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Director
Item Title/Subject: Resolution 9112, Approving the Plans and Specifications for the
City Hall / Police Remodel and Authorize Bidding

Background/ Discussion:

The City Council has been discussing the possibility of remodeling City Hall and the Police
Department. Discussion was brought forward by Staff with the move of Public Works
Administration Staff and the Police Department requiring more space and accommodations due
to their current limited space and recent additional officers approved by referendum. (The current
space in the Police Department is lacking showers in both the men’s and women’s locker rooms,
also needed is a soft interview room, and a secure holding room.)

A rough concept was presented to the City Council on April 2nd, 2018 and Council was supportive
of moving forward in hiring an architectural firm to review the concept plans and investigate if a
remodel project at City Hall was feasible.

City Council approved a contract with Buetow 2 Architects to provide professional Architectural
and Engineering services in creating plans and specifications for the remodel project.

Staff has been working with Buetow 2 since January in how the Police Department could be
remodeled. At the May 6th 2019 Work Session, draft plans and estimated costs were presented
to the Council. Staff was seeking direction from the City Council in moving forward with this
project. The entire council supported the project and moving forward with authorizing the final
plans and specifications and putting the project out to bid in order to receive hard numbers.

The following time line will be used for this project:
• May 13th - City Council to Approve Plans and Authorize bidding
• May 14th - Buetow 2 Architects send to General Contractors and advertise for bids.
• May 23rd - Walk through of project area with bidders
• May 31st - 10:00 am Open Bid at City Hall, Council Chambers
• June 3-5th - Buetow 2 Architects to review bids and make recommendation to City
Council in writing
• June 10th - City Council approves bid and awards contract for the remodel project.
• June 11-28th - Contracts reviewed and signed.
• July 1-3 - Pre Construction Meting
• July 8-19 - City Staff starts moving items prepping for construction
• July 22 – Construction starts

Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Goal Focus
efforts on recruiting good employees and providing an environment to keep them.

Financial Impact: No Financial Impact to the 2019 Budget, as funding is in the Special Project
Fund, account 480-4180-7050-110 for this project.
