The Mounds View Vision
A Thriving Desirable Community
Item No: 8I
Meeting Date: May 13, 2019
Type of Business: Council Business
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Director
Item Title/Subject: Resolution 9113 Approving HVAC repairs at the Mounds View
Community Center and City Hall
Background:
The Public Works Department is responsible for the building Maintenance at all City facilities, this
includes the heating ventilation and air conditioning (HVAC) of the buildings.

In 2014 and 2015 the City upgraded the roof top units (RTUs) at the Community Center. After the
RTUs where installed and balanced it was discovered that the variable air volume systems (VAVs)
were never fully installed when the building remodel was completed between 1997 and 1998. The
lack of these VAVs has made controlling the temperature in the building and spaces difficult. Staff
has worked with Trane Building Services to find a solution to this problem. A wide variety of
options have been explored and the conclusion was to install fully functioning VAVs for those that
are not operational. In addition to VAVs being installed, DP switches are proposed to be installed
as well, these switches will notify Staff, through the Building Automation System, BAS, if air flow
is being restricted; Staff would then rectify the situation.

Staff has received a quote from Trane Building Services to install the VAVs for a total cost of
$43,553.00 and for the DP switches for both City Hall and the Community Center RTUs, for
$8,555.00. Funding for this repair is budgeted in account 480-4470-7050.

Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.

Financial Impact: No Financial Impact to the 2019 Budget, as funding is in the Special Project
Fund, account 480-4470-7050 for this project.

Recommendation:
Staff recommends approving the quotes from Trane Building Services to install the VAVs for RTU
#4 and RTU #7 at the Community Center at cost of $43,553.00 and for installing DP switches in
all RTU unit at City Hall and the Community Center at a cost of $8,550.00. For a total of
$52,108.00. Funding for these repairs would be taken from the 2019 Budget account 480-4470-
7050, which has $52,108.00 budgeted for HVAC improvements.

Respectfully submitted,

Don Peterson, Public Works Director
