The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> Item No: 8J <br />Meeting Date: May 13, 2019 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9114 Approving the Purchase and Installation of an <br />Automatic Transfer Switch for the Generator at City Hall <br /> <br />Background/Discussion: <br />The City Hall Building is designated as the EOC (Emergency Operating Center) in the Emergency <br />Operation Plan for the City of Mounds View. As Staff continues preparing the building for this <br />designation, one item is an alternate power supply for keeping the building open in critical or <br />emergency operations during power outages. In 2010, the City Hall building had electrical work <br />performed by installing a manual transfer switch for hooking up a portable generator as an <br />alternate power supply for this purpose. In 2011, the City Council approved the purchase and <br />installation of a standby generator for City Hall. <br /> <br />Since 2011 the generator has been used a few times when power was out at City Hall caused by <br />storms or other power outages. There has been a delay in getting power to the City Hall building <br />due to the fact that the transfer switch is operated manually and it requires Public Works Staff to <br />come in, start the generator and switch the power over. <br /> <br />This delay has been discussed at Staff meetings and with the members of the EOC team, it was <br />recommended that an automatic transfer switch be installed at City Hall, thus reducing the delay <br />in getting power to the City Hall building and not requiring Staff to start the generator and transfer <br />the power. <br /> <br />Staff received a quote from O’Neill Electric Inc of Stillwater MN, to install an Automatic Transfer <br />switch with SCDA connection for the City Hall generator at a cost of $21,660.00. Funding for this <br />purchase and installation is budgeted in account 480-4180-7030. <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> <br />Financial Impact: No Financial Impact to the 2019 Budget, Special Project Fund account 480- <br />4180-7030 to be used for this purchase. <br /> <br />Recommendation: <br />Staff recommends the Council approve the attached Resolution approving the purchase and <br />installation of an Automatic Transfer Switch with SCDA installation from O’Neill Electric Inc. for a <br />total of $21,660.00, funded from the Special Project Fund account 480-4180-7030. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Don Peterson <br />Public Works Director
