Item No: 05C <br />Meeting Date: May 13, 2019 <br />Type of Business: Consent <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9111, Approving the distribution of the DRAFT 2040 <br />Comprehensive Plan to affected jurisdictions for Review. <br /> <br /> <br />Introduction: <br />Prior to submitting the Draft Comprehensive Plan to the Metropolitan Council, the City is required <br />to submit it to affected jurisdictions for a mandatory six-month review. <br /> <br />Discussion: <br />The Comprehensive Plan (Plan) is a 20-year guide for land use, and is updated every ten years. <br />The Plan must address specific topics, as required by the Metropolitan Council. The Plan <br />includes Goals and Policies used as “Findings” by the City Council and Planning Commission <br />when approving land use applications, such as zoning map amendments, subdivisions, <br />conditional use permits, and variances. <br /> <br />A workshop was held on April 23, 2019 between the Comprehensive Plan Taskforce, City <br />Council, and advisory commissions. Comments made at that workshop, as well as comments <br />submitted to Staff after the workshop, have been incorporated into the Plan as much as <br />possible. The most significant change is an adjustment to the City’s population forecast. <br /> <br />Staff will submit the Draft Plan to affected jurisdictions for their review. Jurisdictions were <br />identified by the Metropolitan Council. It is anticipated that those jurisdictions will have no <br />comments, unless there is a conflict between Mounds View’s Plan and theirs. After this period, <br />the City Council will hold a Public Hearing (December 9, 2019), and submit the Plan to the <br />Metropolitan Council for its review. It is likely that the Metropolitan Council will require and <br />suggest edits prior to final adoption by the City Council, sometime in 2020. <br /> <br />If the City Council, Taskforce, advisory commissions, or the public, would like to suggest any <br />changes to the Plan, that may be done at any time prior to the City Council adopting the Plan. <br /> <br />Strategic Plan Strategy/Goal: <br />• Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation. <br />• Increase community engagement while being sensitive to the changing demographics & <br />their needs and inclusive to all socioeconomic situations. <br />• Continue BR&E program, maximize utilization of development space and current list of <br />available sites, encourage land owners to maintain their properties, & consider residential <br />redevelopment. <br /> <br />Financial Impact: <br />N/A <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 9111, submitting the Draft Comprehensive Plan to <br />affected jurisdictions for a mandatory six-month review. Attached is a redlined version of the <br />Plan with edits made since April 23rd. A “cleaned-up” version will be posted on the website. <br /> <br />
