<br />City of Mounds View | 2040 Comprehensive Plan <br />DRAFT April 17May 3, 2019 <br /> <br /> <br />Chapter 1: Background | 1-4 <br /> <br />PLANNING PROCESS <br />The City Council appointed a Comprehensive Plan Taskforce consisting of <br />representatives of the City Council, Planning and Zoning Commission, Parks, <br />Recreation, and Forestry Commission, Economic Development Commission, <br />and at-large residents. The Taskforce was facilitated by City Staff and Stantec. <br />The City requested and was granted an extension by the Metropolitan Council <br />to complete this plan, allowing additional time to focus on topics beyond the <br />minimum requirements. <br />A community opinion survey was distributed in the April 2018 Utility Bills, <br />spring 2018 edition of Mounds View Matters, and on the City’s website. The <br />survey included 15 questions on various subjects related to the <br />Comprehensive Plan. The City received 845 responses, equivalent to 7% of <br />the population. The results of this survey served as a guide in supporting the <br />Goals and Policies of this Comprehensive Plan, and have provided the City <br />Council, its advisory commissions, and staff with guidance on the residents’ <br />priorities. Excerpts of the survey responses are included in the sidebars of <br />this plan, and within the text when applicable. <br />The Comprehensive Taskforce met off and on in 2018 and 2019, reviewing <br />and discussing Census data, Goals and Policies, Future Land Use Map, and <br />results of the community opinion survey, . On April 23, 2019, a joint-work <br />session was held between the Taskforce, City Council, Economic <br />Development Commission, Parks, Recreation, & Forestry Commission, and <br />Planning & Zoning Commission. The group reviewed the Future Land Use <br />Map, and Goals and Policies. Recommendations were reviewed by the City <br />Council on May 13, 2019. The Draft Comprehensive Plan was distributed to <br />before reviewing the Draft Comprehensive Plan, and providing <br />recommendations to the City Council. All Taskforce meetings were public, <br />advertised, televised, and occasionally attended by interested residents. <br />The Draft Comprehensive Plan was reviewed by city advisory commissions, <br />with recommendations provided to the City Council. <br />The Draft plan was distributed to the following affected jurisdictions (below) on <br />______.in May, 2019.
